Payment for Watershed Services

The Bellagio Conversations

From March 12 th to 17 th 2007, 24 individuals from 13 countries met at the Rockefeller Foundation's Bellagio Center at Lake Como (Italy) to discuss lessons learned from recent global experiences with payments for watershed services (PWS). The goal of the Bellagio meeting was to consider how these experiences and knowledge could be used to improve the efficiency of watershed management. We believe that the resulting “Bellagio Conversations” can help shed light on some of the most important, pressing, complex and under-discussed PWS issues. Our hope is that these conversations will encourage others to tackle the opportunities and challenges of payments for watershed services.

Fair deals for watershed services in Bolivia

Despite numerous attempts at integrated watershed management in Bolivia, there have been few successes. Projects have invariably focused on increasing or managing supply through dam and infrastructure construction, and have rarely focused on improving efficiency or managing demand. At the national level, management has usually been through top-down laws and regulations, few of which have succeeded. [read more]

"Prioritization of Bolivian watersheds for the implementation of compensation for environmental services (CES) projects"

There are only 35 watersheds in Bolivia that are likely to be suitable for the implementation of conservation-focused CES systems. Such sites likely require; Presence of threatened forest in the upper watershed; Maximum altitude of 4000 m, and altitudinal gradient of at least 500 m and an average 5% slope; Watershed size between 200 and 2000 km 2; Downstream communities of at least 2000 people; Important irrigation or agricultural water demand and Dry season water scarcity. Ten watersheds were prioritized as meriting more detailed analysis.

"Characterization and final selection of priority watersheds for compensation for environmental services (CES) projects"

This study represents the second phase of the analysis for watershed selection. Of the ten prioritized watersheds, we selected seven as the most feasible candidate sites. Using detailed maps and satellite images along with field visits we further refined the feasibility criteria to include social and political issues. We were then able to prioritize the most sites where implementation of CES is most likely to succeed.
